SAS Video Lottery Terminals (VLT) Addendum 

  • VLT cannot be playable when it first enters the state and is powered up before it is configured, and the Cyclic Redundancy Check (CRC) is verified on the system. Example: VLT cannot take money.
  • VLT should not immediately disable once connection to the site controller is lost. VLT should continue to run up to 72 hours after loss of communication to the site controller.
    • Exception to this addendum is if the VLT is using the site controller as its ticket audit information.
  • If a VLT has a progressive or pool jackpot amount, it cannot be reset by the operator except during a board change (ram clear) or during a program change.
  • When logic or cash areas are opened, the VLT must record door openings and closings when power is on or off. VLT must also print an access ticket when power is on. These tickets must have access counts printed on them.
  • When the main door is open the VLT must print an audit ticket including the master cash in, master cash out, master credits played, master credits won, time and date of door open, and access counts.
  • During any chip change/program update the manufacturer must provide means for the VLT to retain the master meters, including the master reset time & date, and snapshot date and time, during a conversion process, so that the Lottery is not forced to do a reconciliation on each VLT being converted.
  • Manufacturers provide a parts list broken down into two sections: parts that are proprietary that must be purchased from the Manufacturer/Distributor and non-proprietary parts that can be purchased off the shelf. Manufacturers also provide SD Lottery and the third-party tester a prototype VLT at their testing labs with the same hardware as the VLTs that are being sold in the field.
  • Polite shutdowns that use a count down before the VLT forces the cash out are allowed and even preferred but not mandated. We do not have a rule that you must force a cash-out.
    • Process for shutdown while the VLT is being played: our preference would be to not send a message saying, “Casino is closing” or “Lottery is closing”, etc., only that the “Terminal is Disabled” or “Host Disabled”. Disable or Shut Down are also both interchangeable.
    • The only two rules on shutting down are that the VLT CANNOT disable while the player is in the middle of a game (so the player needs to finish the bonus round or current game before even a polite shutdown can begin), and that the VLT either forces a cash out or allows a manual cashout upon disabling.
  • Ticket in Ticket out (TITO) ARSD 48:02:14. Host automatically enables TITO; however, operators can disable TITO individually at each VLT.
    • Cashout Voucher language reads “Void after business day”
    • “Voucher In” is on audit ticket to keep separate from “Bills In”.
    • “Voucher In” amount should be added to “Cash In” on the transaction reports.
    • Tickets shall be accepted from machines within the same establishment and reject tickets from other establishments.
    • Total “Voucher In” amount is added to cash flow report on the site controller.
    • Voucher activity shall be recorded in the Host System.
  • Games can only be disabled at the host level.
